PAMIS is delighted that the Scottish Government has included an additional £10 million for Changing Places Toilets in Scotland over the next three financial years in the draft Scottish budget, which brings the total investment to £20 million and signals a strong ongoing commitment to accessibility and inclusion by the Scottish Parliament

Responding to Jeremy Balfour MSP for Lothian, Minister for Social Care and Mental Wellbeing, Tom Arthur MSP also confirmed that an additional 25 projects have now been approved in a second tranche of funding, bringing the total confirmed awards to over £7 million for 84 projects. Read more here.

These essential facilities bring freedom, dignity, and greater participation in community life for people with profound learning and multiple disabilities (PMLD), their families, and carers.

This marks an exciting milestone not only for the Changing Places Toilet Scotland Fund, but also for PAMIS, which has championed CPT development for more than 20 years and continues to support organisations, communities, and local authorities to design, deliver, and promote these life‑changing facilities.

A Significant Step Forward for Inclusion

PAMIS CEO Jenny Miller met Minister for Social Care and Mental Wellbeing, Tom Arthur at New Tannahill Centre in Paisley on Friday 20^th February 2026. Tom Arthur MSP, highlighted the national momentum for change:

As Scotland’s only charity solely dedicated to people with profound learning and multiple disabilities and their families, PAMIS has played a central role in the evolution of Changing Places Toilets nationally. Our work includes:

Specialist design and technical guidance

We advise organisations on layout, equipment, and building standards to ensure their CPT meets both national requirements and the lived‑experience needs of families. PAMIS has launched a new Support Hub with resources to help support Scottish venues and organisations develop new CPTs.

 Training and awareness‑raising

From architects and venue operators to local authority teams, PAMIS delivers training that helps partners understand why CPTs matter—and how to use, promote, and maintain them safely.

Mapping and information services

We help families navigate the country and find their nearest CPT by managing the Changing Places Toilet UK map.

National advocacy and strategic support

PAMIS works closely with the Scottish Government, Inspiring Scotland and local communities to strengthen long‑term investment in accessible infrastructure.
